    I would like to Blur to a video and use it as a background in my presentation.
    I want this background Blured video not to over power the forground images that are added in front of it.
    The background video would be a blowing/waving flag, the forground would be lettering/images.
    Is there a program to blur videos? Asfter the task of Blurring is completed, this would be used as a background for a presentation

    Go to youtube and search for this: "How to blur a video using xxxxx" Substitute your video editor for the x's. Windows Movie maker can do it if you don't have a editor.

    Many ways to blur a video. From Avisynth to After Effects and pretty much everything in between. What codec/format are you trying to end up with?
