Use an online bit rate calculator to decide what bit rate you need for the size you want.

  3. I'll dust off the crystal ball and assume you're referring to MeGUI's one click encoder?

    Either,
Use MeGUI's x264 encoder configuration to set up a configuration for 2 pass encoding at the required bitrate, save it as a preset and select it as the x264 encoder preset One-Click will use,
    or
Work out the file size required to achieve the desired bitrate and use that file size when setting up a One-Click encode.
Under the Tools menu you'll find MeGUI's bitrate calculator. Enter the duration and desired bitrate, and if your One-Click encode will also include audio, add it to the bitrate calculator too. If the audio is to be re-encoded, enter the bitrate you'll be using when re-encoding the audio instead. The calculator will then tell you the file size to use for your One-Click encode.
