I was wondering the easiest way to add custom color pillar box bars to old home 4x3 video to play back on a 16x9 tv so that they are not the std black ones?

What's wrong with black ? It is a neutral colour so does not really distract from the rest of the picture. Imagine if the colour was red and you had a lot of that colour in your video.
Or use the above method which hard-codes the border and you will need to encode the video to 16:9. And if you also have a 4:3 display you end up with letter-boxing as well. -
Nothing really wrong with black but was not sure how to frame the question to ask to add black bars because tv's will generally do this for you.
I want to splice 2 clips together one is 4:3 and the other is 16:9 so thought convert the 4:3 to 16:9 by adding actual color bars to the frames.
Edit: I notice in Japan now they add actual moving bars to the sides of 4:3 that are out of focus rather than black. -
Not just in Japan. I've seen it here (the US), too, on news programs where the broadcast is 16:9 but they're using some 4:3 news footage. There's a discussion about how to accomplish this using AviSynth here:
