    Some of the film clips focus only on one portion of the original. How would you do that?

    Also what about the motion/panning across the individual elements?

  2. It can be done in any NLE

    The "motion" is really individual clip elements moving (you can keyframe them in an editor) ; it's not moving a software camera over certain elements

    You can selectively blur certain elements to bring the viewer's attention to the other elements in the scene (you can animate the blur, with keyframes too)

    Otherwise, it's just several layers composited together with feathered masks

  3. After Effects. Draw mask. Color to taste. Set keyframes to reposition over time.

    First step is go get some free public domain crap. Some Jackie Gleason stuff should be good, you can shoot Alice to the moon, literally.

    Also looks like the clips were overlaid over the cloudy sky timelapse using Add or Screen blend modes.

    This is just a still. The moving images were pulled from a regular video using capture every "X" frames, then brought back in as a still sequence.

    The gradient is used to feather the image.
