Ok I have received an interlaced video file which has been resized to 16:9 (it was originally a 4:3 aspect ratio but it was wrongly resized to 16:9 in the encoding process) which was not deinterlaced before resizing.
Is there any way to somewhat fix this or am I out of luck (without re-capturing)

Post/Upload a short sample. Use for example makesample.

If the height of the frame wasn't resized it will be no problem. If the height was changed it's nigh impossible.
