I was encoding today and noticed TMPGEnc uses a Low priority setting in the the task manager. I switched it too Normal and i got better performance. Does it switch to low so the video comes out cleaner or something? I couldnt figure out why. Hell, does it even do it for anyone else? Im just curious.

TMPGEnc Option->Task Priority
will allow you to view/modify the foreground/background priorities.
TMPGEnc can have multiple threads (ie: 3-7), which don't all have to be running at the same priority. -
TMPGEnc has a setting you can change for its priority when in background or active mode. It generally defaults to low priority when it s in background mode, which slows it down. You can cnage that in the options menu.

ahh, thanks guys. I did look for it in the environmental options, but not just the options menu.
