i have a stream capture video but the stream was laggy. how to fix video?

it captured by a screen capturer
there are duplicated frames in the video
i need a program that generates frames and overwrites the duplicated ones
tvs can do that
they make 30 fps stream 400 or even 800 fps (hz)
so i need same thing for just laggy parts
please help

It's probably the filldrops script you'll want to (try and) use.

tvs can do that

No they can't. What they do is to interpolate frames on a regular basis. That is, create 2 or 3 or 4 or more frames evenly spaced between frames that already exist. No TV in the world can search for duplicate frames and interpolate new ones for them and none else.
