I need help...
I'm pretty new to this stuff and need help on how to cut an .mpg-file.
I have an .mpg-file that is 0.2 MB(!!!) too big to fit on a 700 MB cd-r.
How should i do?

You probably need to set Nero to overburn (but if it burned the last one, this should already be set - unless you recently upgraded NERO). Go to FILE -> PREFERENCES -> EXPERT FEATURES (I think). Somewhere in there is an option that you check that will allow overburning - also (somewhere ELSE in the preferences section) there is a MAXIMUM amount that NERO will try. Just move this value a little higher.
A CAVEAT: If you set to overburn, you are running the risk that your CDR doesn't have the particular capacity that you need (this cap varies from brand to brand - and maybe even lot to lot). NERO has a utility called CDSPeed that is packed with the upgrade that will allow you to test the maximum overburning capabilities of your particular CDR blank (I believe that it is in a directory below NERO called UTILITY). -
