  1. I have a mpg that I edited. I want to burn it to a DVD-R so I can play it in my dvd player.

    I use ImgBurn to "create image file from files/folders" After this is done, I've created an ISO file.
    I then use ImgBurn to "write image file to disc" But when I am done, its just a copy of the mpg file on the DVD-R. I can't play it in DVD or blu ray player.

    MPG file is just a file. It is not authored to be DVD-Video compliant.

    IMGBurn does not do authoring. You must use another tool to do that intermediate step. See: https://www.videohelp.com/tools/sections/authoring-dvd

    The output would be a VIDEO_TS folder with the appropriate *.VOB, *.IFO and *.BUP files. (*or an actual ISO discimage)

    If it was done correctly, when you load THAT folder into ImgBurn, it will automatically recognize it as valid DVD-Video material, and give you the correct disc structure which will allow you to play the disc properly in settop players.
