The details will obviously vary depending on which video editor you use. But what basic technique is used to create the text effects in this video please, including the varying speed of the change?

The basic technique is a wipe like a text reveal or layer reveal. You control the movement and speed with keyframes . Some plugins in various editors may simplify this

It's a blue rectangle sliding behind white text set as a mask. Like Mr.PDR said, the movement is animation via keyframes.

Just search youtube for "karaoke text effect" plus whatever your editor software you are using . Even if you watch other editor videos, the basic concepts will be very similar
