Free simple tool to export sections of videos?

I have quite a few videos that I want to go through and remove sections from (Basically 5-600 second scenes), saving them with all the same settings (Same resolution, codec, bitrate, etc.) - but I can not for the life of me find a tool to do this. Every single tool I find is extremely complex, expensive, or doesn't have this feature.

Please tell me something like this exists - I just want to save sections from videos.

avidemux, set start and stop, press delete.

But note that you can only cut at keyframes without reconverting and it could be several seconds between them.

Do explain? Is there a site for this, or just an exe?


As for avidemux, I tried it a bit and it's pretty nice but it's buggy and has issues with some of the videos I'm working with (1080p mkv - the audio goes out of sync). Are there any other tools like it? It's really nice except for the aforementioned issues.
