How do I make certain portions of my video in slow motion? I want to do this for drama effect. Any help will be appreciated. I am using Virtualdub 1.7, to delete scenes, join them together, apply an audio, etc. But I can not find a way to make certain portions of a video in slow motion. Any help will be appreciated.

You can try this, but no guarantees: In VD, save out a section you want to convert to slo-mo and then start a new VD. Open the cut file, then go to 'Video>Frame Rate. In 'Source rate adjustment', change it to a lower number, say 10fps if your video is 29.97fps. Then below that, in 'Frame rate conversion', enter your original framerate, 29.97fps in this case, then save it out with the same codec to a place where you can find it again. I would disable the audio also.
Then in your first VD, under 'File>Append segment', add it back in. You may have to cut and move it to where you want it, and it has to be exactly the same framerate.
The video may be a bit jumpy, so you might want to experiment a little.
Give that a try, if I remembered correctly how to do it. -
