640x480 14,9fps video from mobile to 25/30 fps posible?

Hi guys can someone tell me what is right way to convert this file into something more normal it is mp4 file I guess . By the way no nle doesn't want to open it.

Thanks Baldrick I tried it and converted to avi. But As you can see the frame rate is variable, is there some avisynth script that can solve to have constant 25 or 30 frames per second. I tried MSU FRC filter that doubles the frames to 30fps but i get i lot of glitches

VFR conversion can be tricky, you might get parts slightly in and out of sync

Convert to CFR 15 FPS first (the base frame rate is 15 FPS), then duplicate the frames 2x using ChangeFPS() . Or if you want, just leave it at 15 FPS (unless this is for DVD-video?, then you have to resize as well)

You can also interpolate 15 fps -> 30 fps with InterFrame script in AviSynth
