  1. Is there a way to remove let's say walking person or a moving car from a video so that you bring forward the background over that object?
    I guess one way of doing it is making a moving hole in the video where that person is and streaming the same video in the layer behind it but with a few second delay where that person is not occupying that space in that time but what program could do this?

  2. Yes. Any editor with overlay, masking, and tracking can do it. You may still have to worry about things like lighting, shadows, etc. to make it look realistic.

    There are various techniques to do this, depending on the specific situation. "Making a hole" works. But the attributes of that hole determine the final result.

    And since you're using the same video to replace the unwanted part, it shouldn't be too tough. You probably want to "feather" the edges to blend it in a little.

    It's the same principle as still compositing like in PhoShop, where you might take a piece from one image to repair another.

  4. It depends on how the shot is set up, e.g. if the background is moving, camera is moving, and the type of motion

    Vegas is meant as an editor, not effects software. It doesn't have a motion tracker so it would be very difficult to do it, unless the video was a tripod shot, no zoom, no motion in the background (i.e. only the object moves)

    Dedicated removal software will motion tracks things like perspective, x,y translation, sheer, zoom and clones data from adjacent frames to fill in the holes. e.g mocha pro, nukex . You won't find this sort of thing in typical consumer software
