I reckon the title about says it all. The encoder for creating motion menus had worked just fine for over two years, but suddenly stopped. The program acts like it wants to start the frame extraction process, but extracts one frame and quits.
It's done it now on two projects I've been working on - one was some VHS footage I'd captured and the other was some video I'd converted from .AVI. Both files were definitely DVD compliant, so I have no idea why the encoder croaked.
It is entirely possible I changed a setting or something and didn't know it, but I'll be damned if I can figure out what to reverse.

start the same as when any program was working then has a constant problem. uninstall/delete all data folders that may remain and have settings files/reboot/reinstall.

Sometimes one just gets the dumbasses. Such is the case with this problem. The obvious thing to do is exactly what aedipuss suggested, but I couldn't see the forest...
What I did was uninstall, blow away "Program Files" folders, reboot, degrag, reboot, re-install. It worked.
