I have a video i took with my webcam. It has brief little pauses in it, because i had tooo many things going on the pc at the same time, and the programs were having a tug of war with the memory i have in it (1gb). It smooths out about a minute later, but at the beginning, it's struggling to keep a consistant flow. Is there any way to fix things? I will post a link to the video in a little while.

It's easy to cut out duplicate frames but there's no way to really recreate missing frames, especially if several in a row are missing. You can try using AviSynth and some motion interpolation software like MvToos in AviSynth. That works fairly well for simple motions, not so well for complex motions.
