need help to play wav file

I just cannot play it - all programs throw errors

Try audacity, file->import->raw data. Change encoding to vox adpcm, byte-order to little endian and import.

that was really a big step forward because now I can hear some voices in there - thanks a lot!

but there is another problem now - very strong noises.
any sugestions?
