MakeMKV. If you want to shrink it you must reencode=losing quality. Use then handbrake, staxrip, xvid4psp, etc.

    Yes.

Will it look like video that was originally 1080p that has been downsized to 720p ? No.

Will it look like standard definition NTSC video upsized to a higher resolution so that it appears soft and lacking detail ? Yes.

Is it a waste of time when your playback hardware will do a better job on-the-fly ? Pretty much.

What I would do is rip the DVD to your HDD. Open the disc in XmediaRecode. Autocrop the file, then set the width to 848 pixels (let the height be calculated to whatever it needs to be). Encode to H264 video, keep the AC3 audio (Copy) and output to MKV. Use a bitrate of around 2000 kbps on a 2 pass VBR, or a Constant Quantizer encode with a value of 20

Then you certainly do not want to upscale it to 1280 x 720. If anything you want to reduce the size to 620 x nnn.

Use XmediaRecode to do the resize and encoding. Use a bitrate calculator to work out what bitrate you need to shoehorn the video into a petty 700MB. Don't expect it to look great - none of the 700MB movies on the net look any better than average quality.
