WinTV PVR USB - Lip Synch

Hi,
I'm sure this has been asked here before but I cant find an answer for it.....I have a wintv PVR usb and every time I capture anything in mpeg-1 VCD the lip-synch is horrendous....is there anyway to fix this ?
I have downloaded what hauppauge claim to be the current drivers from the UK website but this has no effect, also found some info on the SHS PVR site in the lins section on the settings in TMPGENC to make the file vcd friendly and this just makes the problem even worse.......has anyone experienced this and successfuly sorted it ???

Could be motherboard problem as well.

I had Hauppauge PVR about a year ago and the lip-sync problem was horrible so i sold it.
