Hello everyone!
I have a problem with some of videos that I've downloaded, and that were encoded with DIVX 3 Low-Motion. On some scene changes, it looks like some frames are missing, and that is manifested by some kind of FPS drop effect.
For you to understand more easily, here's an example of that frame skip problem. On the Star Trek video below, look carefully when a man approaches the transporter pad. You notice how the framerate drops while he walks?

My question: is there any way to fix that kind of problem in such videos (re-encoding, conversion, or any other method)? Or that video is finalized, and absolutely nothing can be done about it?
