I recently made a visit to Toronto and stopped by the china town. After going through the whole thing (and serveral bad vcd stores) I found a good vcd store with a decent selection of english titles. I bought the following movies
Blow - Widescreen
Pearl Harbour - Widescreen
Return of the Mummy - Full Screen
The Sixth Day - Full Screen
Each ranged in price from $10 to $20, with no tax plus a 5% discount since I bought that many. They all have chinese subtitles but other than that they are very good. I probably would have been able to talk them down a bit but I was in a hurry to catch my bus back home. I highly reccomend this place, I don't remeber the exact name of the place but it is on the same block as TD Canada trust and is in the same building as a store called 3D Audio and Video.
