Hi.
Is there anybody who can help me with a prob.
If i download a film 640x272 mpeg layer 3 and try to encode it to
a vcd pal 352x240 mpeg 1 i can encode it with nero5 but the format
is not good to watch. Im locking for a program that can keep the same
format 16:9 with black parts over and under. I have tryed tmpgenc but
that program cant support mpg layer 3.
If there is anybody who have an solution so help me please?

TMPG is definitely the best solution. Just decompress the audio to wav and load that.wav as audio source.

Du you have any idea of any software that i could use to decompress the audio

Just follow the guides at left...at any rate you can extrace the audio using VirtualDub. Load the AVI, select full processing for audio and then choose Save/WAV. Use the WAV as audio source in TMPGEnc with the original AVI as video. This also has the bonus of cutting down the encode time by quite a bit.

Do you have the DivX codec installed? Try the Nimo Codec in the tools section.

I solved the prob by giving direktshow multimediafile reader a higher priority. Thanks anyway
