    I'm looking for suggestions as to what tools might be recommended to use use to fix this issue.

    Unless you provide more information on the video container and codecs, and the type of A/V sync problem (off by constant amount all the way through, starts in sync gets progressively out of sync, random sync errors throughout the video, etc.), nobody can give you specific tools or instructions.
