I have been using Picture Motion Browser from Sony for years to browse through my m2t clips.
It is malfunctioning now. It doesn't show HD clips anymore. It sitll does SD though. When I try to open a m2t clip, after a while I get a Runtime error.

I have uninstalled and reinstalled but during reinstalling I get a message that acces is denied to a .dll file. Then I need to choose Ignore to go on. But with no avail. Still the same problem. Also it somehow has remembered what settings I did and what folders I wanted to be scanned. SO, the uninstall was not a complete one. How can I do a proper reinstall or repair the install?

Uninstall again....run CCleaner.....including the registry cleaner portion(allow CCleaner to make a backup of your registry first)...then re-install.

Just run the cleaners in CCleaner.
Cleaner - Analyze - Run Cleaner
Registry - Scan For Issues - Fix Selected Issues - YES backup the Registry - Fix All

I did a cleaning as you proposed, but I still get the same warning (acces denied to a dll file) and the same problems. Are there other methods to solve this.
