I had to move a low resolution monitor (max 1024x768) to a computer that has been configured for 1680x1050. As soon as I plug in the monitor I get a "out of range" message. I can start the PC in safe mode and it'll display properly, but is there a way to change the resolution settings so it starts properly in normal Windows?

Hit f8 after you start the computer and select enable vga mode.

Can't you change the video card settings in safe mode, then restart? If not, next would be uninstalling the video card driver in Device Manager and do a restart and it may reinstall properly. OR... I ran into a similar problem a few times and finally just pulled the video card, restarted, then plugged it back in and it reset it to default. Yeah, I know if it's a ATX MB, you just get a lot of beeps from no card. But it always worked.
EDIT: I forgot about VGA mode, worth a try. -
Or just start in safe mode, delete the video card, then re-start. When the card re-installs, set the lower resolution.
