  1. I have some clips to convert to DVD, the original resolution is 512x384. Should I go to 720x480 or 352x480 ?

How about a 3rd choice? Rather than scale to either of those, you can add black bars to fill up the empty space and get your 512x384 clips to 720x480. This is possible using AviSynth and TMPGenc and possibly other encoders that I don't know about.

  3. 512x384 in a 720x480 frame would leave you with the wrong aspect ratio (assuming a square pixel source). You'd have to scale to ~560x384 and pad to 720x480 or 704x480. You might as well just scale to 704x480 and use sufficient bitrate.

    That's what i would do.

  5. If the movie was much over 2 hours I'd consider 352x480 to cut down on the bitrate requirement.

And you're going to have to re-encode no matter what. Since you said "clips", I'm thinking SHORT length, so I'd have it stretched to 720x480 (assuming the 512x384 is 1:1 PAR and deinterlaced)

If you have 3 of those clips, I personally wouldn't go to 352x480, but if you have more more than 3, that might be your best choice for quality. You could always try both and see what you like best.
