    Is there a program that can split a video every 9minutes?

    In virtualdub, file->save segmented avi and set the limit number of video frames per segment. Check the framerate under file->file information. Choose also video->direct stream copy and audio direct stream copy to avoid reconversion.

    you could use mkvmerge GUI too i guess

    go to window/global options, check box "Enable splitting..." check box "... after this duration:" 00:09:00
