video flickering

I am not sure what Is going on and I hope someone has had this problem before and can tell me how to correct It. I have searched the forums and the web but I can't find anything close to the problem I am having.

When I play any kind of video on my PC It runs fine but If I try to encode It so I can put It on a DVD the video will flicker thru out playback.

While using TMPGEnc Authoring Works 4 or Nero 9 the flicker can be seen before I encode If I preview It. With Xilisoft HD Video Converter the preview will play fine but after I encode the file It will playback with the flicker.

I am at a loss. I have been encoding video to DVD for years now and I have never came across this problem. I have removed and reinstalled all of my codecs. I used gspot to check for problems. Everything seems fine. It just started doing this a few days ago and I can't locate the problem. Any Advice?? Please someone tell me what I might be missing. I know there Is a problem, I just don't know what It Is or how to correct It.

Post a sample of the converted, flickering video. If this is a new development then I would suspect something has changed in your codecs.
