    HDConvertToX might work or you could use avisynth and wmnicenc(you probably need quicktime alternative installed or ffdshow).

    Or use mpeg streamclip or mp4cam2avi to convert the mov to avi and then convert the avi to wmv using windows media encoder or windows movie maker.
