It has been a while since I have messed with converting video, so sorry that I am not up to date on everything.
I have and tried using TMPGenc for my conversion from a PAL avi to a NTSC mpg. It worked but the video was jerky.
Question is what is the best tool for conversion from PAL to NTSC without being jerky or is there a setting in TMPGenc to fix this?? I have TMPGenc version 4.0.

You're probably just duplicating frames to go from 25fps to 29.97fps, which would account for the jerkiness. Maybe there's a setting in TMPGEnc to do it properly, if you're just opening the AVI in it, but I wouldn't know as I don't use TMPGEnc. -
You could also encode as ###X480 @ 25 fps, and later
apply DGpulldown to insert the appropriate repeat-field flags.
