With which software can I censore somebody's face on a video?

How can I do it? I use Adobe Premiere for video editing but I haven't find a solution for that.

Yes, but what if the man is moving? I cant censor its every frame

I know that but I thought that there was a software which something like a brush and you can brush out on the video what you want. Something like you are playing the video in real time or slow motion and you are putting the brush where you want
