Hello,
I have a HD MKV file with no subtitiles. Is it possible to make/create subtitles? My idea is to then convert the MKV file to DVD format using TMPEnc AUthor.

It is possible to create your own subtitles, but it is a slow process. Subtitle Workshop is one tool for doing this.
You may also find that you can download subtitles form the internet. There are several sites that have them. Just make sure you get subs that match the framerate of your mkv file.Read my blog here.
