Is there a NTSC Region Free DVD player that can correct the 4% speed-up on PAL DVD's?
I wonder if any model can correct the PAL speed-up issue and play it back at the correct speed.

Doubt it. It would have to have a much larger memory buffer than normal to be able to handle the overflow of the speedup necessary.
If one exists, it won't be cheap.
