Hi, thanks for at least reading my post.

I've tried a few different free suites and now I am trying out adobe premiere elements 7.

What I would like to do is have a DVD that has a menu with a few movie clips on it (10-20 mins per clip). When one of these movie buttons is activated it would open another menu with the scenes from that particular clip. I also managed to get tmpgenc from the media department, but some of the videos have different aspect ratios and it didn't do a very good job encoding them.

    Suggestions?

For complex navigation between menus, submenus, and multiple clips, I doubt an entry-level consumer app like Premiere Elements is going to be much help. You'd be better off authoring DVDs with GUI for DVDAuthor. For unifying clips of different aspect ratios, you would likely need to do so cropping an resizing with tools like VirtualDub or Avisynth.
