Hello, I have a HD 720P MKV file with subs, and I am curious on how I convert the HD MKV file into another HD file such as AVI, or MP4, but keeping it with HD Quality. I use Xvid4psp, is there a good way in there? Thanks.

Yep, you can use xvid4psp or handbrake or mkv2avi.

And just extract the subtitles from the mkv using mkvextract and use it as separate file with avi or mp4. Or load the mkv and subtitle file in the tools and make burned in subtitled.

Ok, but what settings would I choose in Xvid4psp to make sure it is 720p HD as a mp4, or avi. Like I know I will choose the output format, but anything else I need to be aware of? Thank you for your response by the way.

If you are convertng to MP4 and the MKV already has H264 video, just leave Video set to Copy in Xvid4PSP and it wont be re-encoded. You will probably have to re-encode the audio, as Xvid4PSP will only do a few formats in MP4.
