I notice that most 22" LCD TV's are 1680x1050 which is 16:10 not 16:9. How do they display the picture? Do they stretch the height of 16:9 and 4:3 pictures? What do they do with 2.35:1 ?

You won't find this in specs. You need to demo the TV.
PS: Low end LCD-TV sets that use computer monitor LCD panels are less likely to produce solid blacks or TV gamma response. You should demo in normal room lighting conditions to evaluate overall contrast and ability to make a true black. I have a 19" 1440x900 LCD TV (16x10). I has the option to display a 16:9 picture letterboxed (small black bars top and bottom), stretched to fill the screen (distorting the picture), or zoomed slightly to fill the screen (cropping off the left and right edges).
