svcds look blocky as hell when action scenes are playing

hey,
i encode my svcd as follows:
Tmpgenc settings:
unlock mcf. template
352x480
2 pass variable bitrate
min bitrate 900kb
max bitrate 1400kb
avg bitrate 1200kb

it looks really good, when things arent moving fast or when people are relativley standing in one place or still, but once they start moving, the blockiness is really bad.
i also burn with nero 5.5 at 12x but i dont think that is the agent causing the blocks. can anyone help me?
i have a pioneer dv-343 for my dvd player too.
i know when i used flask, there was a high action or low action way to encode, but im not sure what to do with tmpgenc. there is nothing worse then watching a great porn and then the tits turn into blocks, looks like freaking pitfall from atari 2600...

i think that 1200kbps avg bitrate is a bit low for full vert rez. either scale back to half vert rez (240 vs 480) or crank up the avg bitrate to around 1800-2100kbps...

i thought dvd quality was 1200 kbs but i cant remember exactly.
its just really weird that it only happens when things are moving frequently.

not even close. dvd quality is probably up around 4500kbps and higher...

plus i use 352x480 because it fits the tv screen perfect.
i think you might be right, i need to up the avg bitrate because when i did a different svcd, i had the max to like 2400kbs and the avg at like 900 and it still looked the same when it came to blockiness in action scenes.
the weird thing is , when i upped the min bitrate from 300 to 900 the movie took 5 hours to encode instead of 2 and a half like normal.

what should ideal settings be for a movie to look great keep it on one cd most of the time?
i like seffy's ideas but i know that they can look even better.

those settings look good for your 352x480 svcd. you may even be able to get away with min 750, max 2100, avg 1900...

for that res u DONT need 1800+ avg, use 1600 avg 2350max 350min

when its 350 min does it actually drop that low during encoding?
maybe thats why the blocks are appearing?

yo, don't burn your SVCD at 12X, the safest burning speed for SVCDs is 4x if you want complete compatibility with your standalone dvd player

softening block noise
unchecking "detect scene change"
I didn't see it mentioned, but it might help.

Since you are watching porn, you can sacrifice the audio bitrate to 64kbit/s, and also use CCE to encode instead of TMPG. Keep the average bitrate around 2000 and you should be fine.

use good quality cd media too. I did same film on a silver cheapo cdr at 4 speed and again on a memorex cdr again at 4 speed. The cheapo cd produced blocks when fast scenes are happening but the memorex hardley a glich .. Experiment with defferant media , but like someone mentioned earlier , use 4 speed to be sure no 14 .

yeah,
i never have tried the block noise feature
also i use memorex cd-r media, and as far as compatability,
they have worked no matter what speed i burn at.
but all these ideas have helped me out,
