the easiest way is probably to use dvdshrink in re-author mode and rip it movie only with just the english audio track.

would ripping it again not lower the quality or is it just coping the data and recompiling it?

Run it in shrink and see if any compression is needed, based on your target size,DVD-9 or DVD-5 disc..If no compression, or some is needed, then the quality loss if any will be minimal...hardly anything to squint at....But only you can see and be the judge of that...

  5. He said it's a downloaded DVD, so the chances are good it's already DVD5 size.

You can keep the menus and anything else there and easily change the default audio by following this guide:

If you want to reorder the audio, keep the other one, and dump the menus, follow the guide first, and then the earlier instructions for reauthoring in Shrink. And no, doing that won't lower the quality (unless it's larger than a DVD5 and you'll be burning to a DVD5).

when you run it through dvdshrink with "no compression" selected in the drop down box, it re-writes the vobs and ifos with no loss of quality at all.
