The original VOB file was made using Canopus ProCoder as 4:3 PAL Lower Field First.
Then, usin DVDLab Pro, a simple menu was made.
Now the problem begins.
Opening this VOB file in Canopus ProCoder shows that it is Upper Field First, while it is not so!
(I tried to separately copy this VOB file from VIDEO_TS folder to the clear folder, and opening it the in Canopus ProCoder shows that it stills to be the Lower Field First file).
How to repair IFO file to that Canopus ProCoder could determine it as th Lower Fild First file?

The problem is not the IFO file, it is the video you encoded, and how you encoded it. DVD Lab cannot change the field order of a video.
Restream can alter the field order of progressive mpeg2 elementary video streams, which means you have to demux the video to use it, then put it all back. Do-able, but not straight forward.Read my blog here.
