im taking for granted that you loaded the default vcd template in tmpgenc. inthe advanced tab put source aspect ratio: 1:1
video arrange method: keep aspect ratio full screen. should avoid the problem, you might however get a better quality using the correct aspect ratio for where u live 4:3ntsc or pal -

Then select the arrange method to Center custom size.
then since i mainly deal with pal i insert 324x266.
Which gives me 14pixel border left and 14pixel border on the right.
and 11pixel border top and 11pixel border bottom.
The only problem with this is that when you play it on your PC you will see the borders but it's not a big deal for me.
If you use Ntsc the setting might be 324x220 it might not be correct so you will have to write it to an rewritable and try it and see if you can see the border you might have to give it less of a border buy making those numbers closer to the vcd resolution.
Try keep the resolution the ratio of ntsc or pal depending on what video system you are working with. I use a program call DV Tools which has a ratio calculator. and make sure you are working with even numbers.
This is only for Standard VCD it might work for an Xvcd but when working with svcd you don't need to have a border.
Thanks
