  1. I noticed that an mpeg I want to burn to a vcd for my NTSC DVD Player is a PAL MPEG. Anyone know
    if the picture quality would be improved if I re-encoded it to NTSC
    format with Panasonic's MPEG encoder or would I be wasting my time? My DVD player can play NTSC and PAL VCDs.
    Any info would be greatly appreciated!

  3. u'll lose quality everytime to encode.

    what brand is your dvd?? burn the vcd pal, let the dvd convert the signal to ntsc via ur setup menu.

    well, based purely on the specs, a PAL VCD contains 288 horizontal lines, and an NTSC VCD only 240 horizontal lines, so converting the PAL to NTSC will result in an immediate loss of quality.

    framerate is a different issue, although converting the PAL framerate of 24.97fps to 29.97fps is not all that difficult. just slow down the video framerate to 23.97fps (vdub is good at this), elongate the audio by 1.x something or other (sonic foundry sound editor?), and you can then convert it to 29.97fps with the use of "3:2 pulldown/no flag/no interlace" feature in TMPGEnc (convert to a 29.97fps MPEG-2 first, then to a 29.97fps MPEG-1).

    re-encoding an MPEG several times (assuming the video bitrate is kept high enough) does not hurt the quality as much as you would think.

I believe both the dvd player, and more importantly TV, need to be able to play PAL movies...my dvd player (phillips dvd711) plays NTSC and PAL movies, VCD-SVCD-it does it all...however, when i make a PAL vcd, it comes on in black and white, too big for the tv etc...if i use pal or ntsc settings on the dvd player...
    so i know what to look for in my next tv!
    anyone know what the easist-fastest way to convert 352x288 mpg to 352x240 mpg is?
