If you're referring to bitrate, there are no default factory settings. Each DVD video will be encoded differently. If you'd like to find the bitrate of a retail DVD, put it in your DVD-ROM and run DVD BitRate Viewer on it.

Is there any benchmarks, minimum or maximum?

To the left click on "What Is DVD". There is a technical section describing DVD.

Most DVD authoring programs default to ~4000-6000 Kb/s ave. VBR at 720x480.

Higher quality takes you up to >8000Kb/s. 352x480 can get by with 3000-4000 Kb/s.

Commercial DVD authoring can lower bit rate through various techniques. Most important is starting with a high quality source and managing pixel motion.
