DVD + VCD = DVCD??

Two years ago, i got DVCD from China. The technology claimed to be the DVCD technology. That is DVD + VCD.
It's DVD and VCD player compatible.
The video quality is VCD. (from my point of view)

Video data rate is 136KB (352X288)
Audio data rate is 27KB
Total Data Rate is 172KB.

The CD's contents seems same with VCD format
Folders: CDI, EXT, MPEGAV, SEGMENT and VCD.

The dat file size (AVSEQ01.dat) in MPEGAV folder is 890MB.

It seems that this is only a double density VCD which can hold up a movie in one CD.
Any comment?

if you do a search in the forums you'll find your answer. From what I remember it's just a vcd written in tighter circles (like 120 min cd-r)
