convert mpg1 from 23.9 fps to 29.9 fps?

Hi,
Is there a way to convert a mpg file encoded with 23.9 fps format to
29.9 fps format? I use Ulead DVDMF to create Menu but it does not
like 23.9 fps format. I tried to re-encode using TMEG but it crashes.
