Free space is an issue on my iPod, and I use default settings for my ipod conversions. A 22 minute video comes out to 100 with good quality and 60 MB for blocky quality. However, I've recently seen iPod videos that were about 40 MB for a 22 minute video and were better quality than my 100 MB ones.

GSpot only gives me this: File Type: 3GPP Media (.3GP) [MP4 compat.]
    Mime Type: video/mp4

And the guy who uploaded posted this: Encoder: x264 (h.264 iPod)
    Quality: Constant Quality: 50%

What program do I use? I would highly prefer a method that doesn't use a command line program because I don't know anything about those, lol.

There is a list of tools (in the Tools section) for file conversion of files for use in portable players: https://www.videohelp.com/tools/sections/portable-mobile-psp-ipod

For guides and specific tools using h.264, try the HOW TO: Convert section. Just input your starting and ending formats, and then search.

You could also ask the user who uploaded the file to which you are referring.
