I am thinking about buying a laptop, maybe an HP/Compaq. I think the drives only write at 8X.
Anyone have any experience with the ripping speed? Riplocked? (I am used to the relatively fast ripping speed on my desktop using a lite on)
Any info on HP or any other laptops will be appreciated.

8x is the fastest laptop DVD burner I am aware of.
Some laptop drives are riplocked - like LG - one of HPs vendors.
Firmware updates for laptop DVDs are few and far between, precluding MCSE rip-lock removal.
Laptop manufacturers are looking for low power consumption so slower drives are preferred.
If you want fast ripping and writing stick with a desktop. -
I wouldn't abuse my HP laptop DVD drive by ripping. I've already had to replace it once, and I don't use it that often.
You might be better off to pick up a external case and put in a DVD drive that works well for ripping and burning, and keep the internal drive for playback or the occasional burn.

I'll second what redwudz says.
Laptop DVD burners are more expensive and less durable than a desktop burner.
Buy a external USB case that takes 5.25" drives and hook it up via USB.
