As far as I know, you can't, unless someone added the information inside the IDX or in an accompanying text file. About all you can do is to play it along with the movie. If they're in synch, it's in the same format as the movie. If not, it isn't. It's easy enough to change an IDX/SUB file from PAL (25fps) to NTSC (23.976 or 29.97fps) and vice-versa, so there shouldn't be any problem anyway.
