My question is simple:
Can you use a DVI-D to HDMI cable to transmit video from a graphics card that has DVI-I output to my Samsung LCD HDMI input?
My vid card is DVI-I
My cable is DVI-D to HDMI

Probably. Depends on what the TV will accept.
The newer the TV the more likely it will work but you may see overscan issues over the HDMI port.
Performance issues depend on the display card video processing capability.
