We got to know more. What kind of video do you have? Load it in GSpot and post a screen shot if you don't know what parameters are important.
Without knowing better, I'd suggest loading it in WMM and reencode/save using one of the low q settings to see what it'll give you size and quality wise.

You can set a file size in WMM, you're going to get a postage stamp size video of very low quality especially if its of any length with a 2.5 mb limit.

why not use a free uploading service (YouSendIt, Rapidshare, etc.) to upload your original file, and simply email your friend the url to download it? or include the your friend's email when you upload the file, and (s)he will get the link to download from. good luck.

As my family in Belgium don't speak English, i can't use "YouSendit, Rapidshare " etc...
I found on the web two programs:
    a) Lead MPE G-4 Video Codec. Standard Encoder $ 100.00 US$, Decoder $ 25.00 US$.
    http://www.leadcodecs.com/Codecs/LEAD-MPEG-4.htm
    b)Easy web Video
    http://www.easywebvideo.com/ $ 97.00 US$.
They promise: from a file of 7.653 kb to 1.894 kb.
What is your advise about the 2 programs above?
Also the trouble with YouTube, because I set all my video to private, they have to register
to be able to view them. It is available in French, but they don't want to register with "another one"
    to view my videos.
Enclosed a screenshot of the Gspot of my video.
    Best regards,
    Darts44.

there are so many solutions to this, it's ridiculous,
    funny thing is,
re-encoding is not one of them.

WME (or WMM), 320 x 240 @ 360 kbps with 64 kbps audio will come close.

My advice is you can get the same results out of WME with a little tweaking and it won't cost you penny. Here's a quicj=k tip, drop the framerate down to about 10. This will allow you to use really low bitrates and maintain picture quality, small expense is you may get a little choppiness but a little choppiness is preferable to giant macroblocks IMO.

    320 x 180 @ 10FPS

    70kbps
    4MB
    7mins, 22secs

This will almost stream for 56k and if the audio quality wasn't a concern It could be done. You could easily get a 3minute video under 2MB which is typical threshold for bouncing attachements.
