First off, an ISO is just a disc image file. Could be an image of anything: DVD-Video, AudioCD, VCD, Playstation, HDD Ghost backup...

ASSUMING it's a DVD-Video, you ought to mount the disc with something like DaemonTools, then use DVDShrink or similar to create a new ISO that fits an SL disc, and then burn with something like IMGBurn.

If it's a DVD inside that ISO, then run it though DVD Shrink and transcode to a smaller file. Shrink accepts DVD ISOs. That will reduce the size. Or if you want a minimal hit on quality, use a program like DVD Rebuilder to re-encode the file. You may have to extract it first to the DVD format with a program like ISOBuster. But that may take quite a bit of time for the encode, depending on your CPU speed.

Or if it is DVD compatible, burn to a dual layer disc as is.
